Licence and IDP rules
Motorcycle licence and IDP rules for riding in Sri Lanka (2026)
An IDP alone is not enough. You need a Sri Lankan permit on top: a temporary driving licence from the Department of Motor Traffic (counter at Colombo airport) or a recognition permit from the Automobile Association of Ceylon.

The rules in Sri Lanka
- International Driving Permit
- Sri Lanka is party to the 1949 convention. GOV.UK says you need a 1949 IDP plus a Sri Lankan recognition permit, issued by the Automobile Association of Ceylon in Colombo.
- Sri Lankan temporary licence or recognition permit
- Two routes. The Department of Motor Traffic issues temporary licences to tourists at a counter in the arrivals walkway at Bandaranaike International Airport (open since August 2025): it converts a full home licence for the motorcycle and light vehicle classes only, keeps any restrictions on your licence, and lasts up to five months; your licence must be valid for at least a year. Or take your licence, 1949 IDP and two passport photos to the Automobile Association of Ceylon in Colombo for a recognition permit. Fees have changed recently, so check the current fee at the counter.
- Motorcycle category
- The airport temporary licence covers motorcycles only if your full home licence does: restrictions on your licence carry over, and provisional or learner licences are refused. Foreigners can't get a licence for three-wheelers (tuk-tuks).
- Helmets
- Compulsory for rider and pillion (gazette 2287/28, 2022).
- Insurance
- Travel insurers commonly refuse claims if you crash without a valid licence for the bike you were riding. New Zealand's government warns that without a motorcycle licence your travel insurance may be void. Read your policy before you ride.
What you need, by where your licence is from

No motorcycle licence?
An IDP never adds a motorcycle category, so without one you can't legally ride in Sri Lanka. You can ride pillion behind a licensed local rider, or join a guided tour where a staff rider carries you, if the operator offers that. A guided tour does not make it legal to ride yourself without a licence.
